No, the National Merit Scholar program is not merit based. The PSAT is merit based, but that is only round 1. Round 2 consists of a student essay, a teacher recommendation, and a guidance counselor recommendation. Those are graded by humans who can see names. Whites are being discriminated against in round 2. There is no reason to believe they aren't.
