create an environment that is hostile towards foreigners
insanely promote technology that you say will replace workers
change the rules so that a foreign worker who loses their job has to leave the country immediately if they do not already have a job

This, in your eyes, allows you to get rid of workers you don’t want around for ideological reasons and still have your monopolistic profits
