Someone needs to write a Forum software that structures discussions in hierarchical branches, and scans new responses for leading question phrases (like "Does anyone" or "Has anyone") and scans for redundant questions. It can then automatically put the new post under the previous branch (or optionally just point the user there and confirm whether to post or not. But 99% of the time the user will prob just choose to post anyway.)
