Not that they didn't try. When New York State passed the first general electronics right-to-repair bill in the country, *someone* convinced Ny Governor #KathyHochul to neuter it with last-minute modifications:

But that kind of trick only works once. When California's right to repair bill was introduced, it was clear that it was gonna pass.
