I don't think you can do a minority SF ... Not without a multisig to guard the bridge, otherwise it becomes an anyone can pay. If you mean a multisig controlled by a minority pool operators, I would love to see that. But pools would be too scared to do that and lose hash rate.
I can't find anything that works better than Rootstock PowPeg and possibly the future BitVM bridge to Rootstock.
