somehow find a live active relays out 1000 which normal live always (your area ISP or internet has LIMITED outage u can still reach some idle not popular relay to send vital note or read) - during normal times just use online tools or shuffle relays u shortlisted.
u r not trying to best relay some working relay when u need - some than 500+open POW or WOT or full open free relays and also few paid relays
changing or switching relays has no negative impact
