It's hard to trust Ledger when they themselves introduced the backdoor called "Recover".

Could be an inside job, a supply chain attack, a slowly executed RNG break down...

Use an old air gapped computer, if your adversaries are not actively surveiling your whole house in which case you should go for a hike and find a nearby cave.

Then create your seed phrase with Feather/Electrum add a pass phrase that could or should be another seed generated by another air gapped device (seed signer, trezor,...). Either one or both could be multisig if you want to go down that road.
