Spoken like someone with money. Those people do not have free time to learn a new skill. They take second jobs. And no. They also can't JUST get abetter job. They are unskilled and uneducated workers with years of experience on one thing and that thing barely pays.
Poverty is a trap. The more poor you are the more you spend and the less you make.
A friend of my mom has been switching jobs for 10+ years. She still cannot afford rent and lives with her pares who also cannot afford rent.
