Ramp up the "ai is evil and gonna kill everyone" rhetoric.
Create a new agency to protect the choldren. Give it a budget. Get bupartisan support. Put ai behind a license.
Now regulate who can create/maintain ai models in the us.
Make it illegal to run unregulated models - the people cant be trusted not to run evil code! Legal open source is now "dead" in the US.
Doom and gloomy scenario but seems plausible to me.
