Christ is mourning that Jerusalem refused the very salvation He offered. The desire expressed is real and authentic, yet the outcome depends on sovereign grace.

There's no contradiction.

God sincerely offers salvation to all invited, and all reject God freely due to their depravity. It is only those whom are granted the Spirit that are drawn into Christ. Those whom He has chosen for His own purposes, not because of anything good in them.

The univeral offer of divine salvation coexists with the universal rejection by all those enslaved to sin, so all men.

Only the men who are released from their bondage to sin become free to choose Christ, thus rendering the Gospel call effectual.
