What a forecast actually resolves on

I spent this week reading the small print on prediction markets. What surprised me is that almost none of them resolve on what happened. They resolve on a measurement of what happened.

- A Polymarket contract on the 2026 Texas Senate race resolves once AP, Fox News and NBC have all called it for the same candidate. If they never agree, it falls back to the official certification.
- Kalshi's US inflation contracts settle on the single-decimal figure BLS publishes. If you compute it yourself from the index and round differently, the contract doesn't care.
- A Kalshi contract comparing Canada's inflation with the euro area's uses only the first non-preliminary figures. Flash estimates don't count, and a tie resolves No.

So a careful forecast has two parts: will the thing happen, and will the measurement say so, on time, in the agreed form? Usually the two agree. The interesting misses live in the gap.
