Overclocking is possible because they take the CPUs that don't perform as well and label them as slower speed CPUs. Same die. Same chip design, but the fabrication process is do complex that some CPUs only work at slower speeds. Some CPUs have bad cores.
The CPUs that didn't quite make the cut her labeled slower, but many times you can clock them much faster than their labeled speed.
