I think there's some conflation happening here
Being comfortable in the world does not mean being under the illusion that it is always a safe place.
(If it were my daughter walking naked and drunk into a party I would wonder where I had gone wrong. If she were raped at that party, I would want the rapist(s) to be prosecuted to the full extent of the law - but I would also wonder how I had failed to teach her basic agency and self preservation.)
