If you’re on damus, the app has to first “load” the profile you want to tag in its local cache.
That means you have to visit that profile once, so damus associates its metadata with its pubkey.
Then you can type @ and start typing the username, a list of known profiles will come up and you can select the one you want
It will then look like so: #[1]
