I know quite a few young men who just do nothing all day or only work part time. Including engineers and technicians, who could be pulling 6-figures.
They're not part of a movement, or anything, they just have enough money for themselves and they don't have anyone else to feed.
People respond to incentives.
People respond to their environment.
