so yes, for most people. But I used an onion approach to registering a fake number for Signal.
1. Fake google account (this is not easy anymore, you can't make a Google account without a real number, and Google is making it hard to use disposable SIM card phone numbers, which is how I did it years ago)
2. Now get your Google Voice phone number
3. Use that to register on Signal
