the kill-timeout for SWs is somewhere between 20 and 30 seconds, i forget exactly. but there is actually only one solution from the client side - build MV2 SWs instead of MV3. at least, for firefox, the spec respects the right of an app to run background actual processes that don't randomly get killed for mysterious mozilla or google reasons.
