It's been almost a month since this discussion, so here's a quick reminder that Nostr already has a working key rotation / replacement system.
You can go to https://www.inkan.cc and click on "Explore" to interact with some cold storage identities that have never signed a single Nostr event.
You can also create a throwaway "toy identity" on the homepage if you want to try it out yourself. If you don't mind going through the steps, you can even make a full-fledged airgapped identity with the Management Utility.
