It was a medium and conservative choice for the time, because it wasn&#39;t certain what a decentralized network could handle, when it was made. <br/><br/>It could of been tuned for the Solar System, needing many hours and days to reach certain parts that could one day be occupied. We will need a Solar System scaled Bitcoin at some point. It could also have been tuned like Ethereum for apps and payments, with functions and users waiting. 8s-12s works fine, it doesn&#39;t waste much mining work. It wasn&#39;t done on purpose though, to force payments to another layer. It was just a choice to put Bitcoin in a conservative balance between these competing desires.
