These kinds of papers are mostly just copium for the crowd to think Bitcoin can do anything. This style of paper was very popular in the 2010's to convince the plebs you can do Ethereum on Bitcoin for example. Now that privacy is gaining popularity, it's a good time to put out silly inconsequential papers like this that sound good as a headline but don't actually work.
Read the last sentence. That is the reason this doesn't actually work.
