You can have an agrarian society where half your population is browns with no rights but the second you try to industrialize you hit a brick wall. The more of your civilization you have to babysit the lower the ceiling is of how far you can go. You can get the brown slaves to work in the fields but the moment you need them to follow complex laws or operate advance machines it fails.
It's not different for women, you can babysit them with the occasional problem while you have a safe environment but the moment you go higher that fails.

Women aren't children, even if they have outbursts like them they have core responsibilities that children by necessity can not. Women have to be trust worthy enough to WATCH THE CHILDREN while men do the work, at a certain point you have no choice but delegate some responsibility to women for civilization to work, the problem is that they too require constant intervention to prevent their worst nature from taking hold. See above with the nigger agrarian example.
