When the CHIPS are up!
==========
The CHIPS and Science Act was approved approximately two years ago to bolster U.S. semiconductor production, leading to around $450 billion in new projects; Texas Instruments (TI) received up to $1.6 billion for three semiconductor wafer fabs in Texas and Utah, alongside $6 billion to $8 billion in Investment Tax Credits; Samsung's facility in Taylor, Texas, received $6.4 billion; these investments will create thousands of jobs and secure U.S. economic growth; the CHIPS Act aims to ensure a reliable semiconductor supply, critical for various industries and national defense; most chips are produced in Taiwan, raising concerns over supply disruptions due to geopolitical tensions; the Texas CHIPS Act establishes the Texas Semiconductor Innovation Consortium (TSIC) and the Texas Semiconductor Innovation Fund (TSIF) to support R&D and workforce development; challenges remain in replicating semiconductor production capacity and supply networks; adequate chip supply is essential for the economy and national security.

Unemployment rise spurs fears of slowdown, yet recession signals have been wrong — so far
==========
The rise in the U.S. unemployment rate last month has raised concerns about a recession, but it may be a false alarm. The post-pandemic economy has confounded traditional recession signals. The jobs report showed hiring slowed last month, coinciding with other signs of a cooling economy. Hurricane Beryl may have impacted job gains. The Sahm Rule, which predicts a recession if the three-month average unemployment rate rises by half a percentage point, was triggered. However, the rule may not be accurate this time. Other recession indicators, such as the inverted yield curve and two consecutive quarters of falling economic output, have also been unreliable. The Federal Reserve Chair downplayed the Sahm Rule and noted that many economic rules have not worked during the pandemic. The rise in unemployment has led to concerns about a broader slowdown, but consumer spending remains strong and layoffs are low.

Lizard’s endangered listing called unfair
==========
Landowners, oil companies, and ranchers express dissatisfaction with the U.S. Fish and Wildlife Service's listing of the dunes sagebrush lizard as an endangered species. They claim to have already complied with conservation requirements through the Texas Conservation Plan, which they believe is more effective than the federal Endangered Species Act. The American Conservation Foundation reports that less than 20% of the lizard's allowed habitat acres have been disturbed by TCP participants. The listing has faced opposition from various organizations, including the Texas Independent Producers & Royalty Owners Association, the Permian Basin Petroleum Association, and the New Mexico Oil & Gas Association. Critics argue that the listing is an attempt by the Biden Administration to hinder oil and gas operations in the Permian Basin. Congressman August Pfluger has introduced a congressional review to nullify the listing, while Senator John Cornyn and American Petroleum Association President Scott Lauermann express concerns about the impact on Texas jobs and energy security. The Permian Basin Petroleum Association predicts a decrease in drilling and job losses as a result of the listing. Arkansas Congressman Bruce Westerman calls for common sense in the implementation of the Endangered Species Act.
